Facility 22 – Participant Rules & Conduct Code

Facility 22 is a real, decommissioned county jail operating as an immersive role‑play and event facility. Participation as a participant (including inmates, guards, and staff‑participants) is voluntary and intended to simulate certain aspects of correctional operations without real punishment, abuse, or real incarceration.

All rules contained in this document are hard, non‑negotiable rules. They exist out of character and are enforced regardless of role‑play context to protect participants, staff, and the facility.

This Participant Rules & Conduct Code applies to all role‑play scenarios, regardless of event type, duration, or intensity level.

1. Purpose & Scope

The purpose of these rules is to:

  • Maintain a safe, respectful, and immersive environment

  • Clearly define acceptable participant conduct

  • Establish mutual authority, responsibility, and accountability within role‑play

  • Protect participants, staff, and the facility

These rules apply at all times while you are checked in as a participant, regardless of role.

2. Voluntary Participation & Role Clarity

  • You are not actually incarcerated.

  • You may withdraw from the role‑play at any time by clearly requesting to withdraw and informing staff. The preferred phrase to request private, out‑of‑character communication with staff is: “I want to speak with my lawyer.” There is no single required method of withdrawal; however, participants are expected to withdraw in a manner that minimizes disruption to the experience and headspace of others. When feasible, staff will facilitate a discreet, tactful removal from the role‑play environment so the participant may speak privately, rather than withdrawing abruptly during active scenes.

  • If there is any role-play, interaction, or activity that you do not consent to, you may clearly invoke the phrase “Red” at any time to immediately withdraw consent. Upon invocation, all role-play must pause. This rule applies equally to inmates, guards, staff, and participants.

  • Inmate status exists only for the duration of the event.

  • Guards are participants and staff acting within defined boundaries.

Failure to respect the role‑play boundaries may result in removal from the event.

3. General Participant Conduct

All participants must:

  • Follow lawful instructions issued by staff or designated role authorities

  • Disrespect may occur as part of in‑character role‑play; however, participants must maintain genuine respect for one another at all times outside of character.

  • Maintain awareness of personal space and boundaries, using the Traffic Light Protocol: Green (comfortable/consensual), Yellow (slow down or check in), Red (stop immediately).

  • Conduct themselves in a manner consistent with cooperative role‑play, recognizing that this is a shared group experience and not a tailored or individualized scenario

The following are not permitted:

  • Physical aggression or threats beyond what is explicitly permitted within the role‑play; any permitted intensity must reasonably match the intensity level being given and received

  • Harassment, intimidation, or coercion, including behavior that disregards consent signals or attempts to pressure others beyond agreed role‑play intensity

  • Disruptive behavior intended to derail the scenario

  • Attempts to provoke unsafe responses

4. Communication Rules

  • Profanity may be permitted in character unless otherwise restricted by the event.

  • Out‑of‑character communication should be kept minimal and respectful.

Absolutely prohibited:

  • Hate speech

  • Real‑world threats

  • Sexual language directed at any participant without explicit, mutual, and ongoing consent; consent may be withdrawn at any time using Yellow or Red

5. Physical Interaction & Contact

Physical interaction may be permitted only when all involved parties provide explicit, mutual, and ongoing consent, and when such interaction is consistent with the event briefing and safety rules.

Unless explicitly authorized by the event briefing and agreed to by all parties:

  • No inmate‑to‑inmate physical contact

  • No inmate‑to‑guard physical contact

This includes, but is not limited to:

  • Grabbing, restraining, striking, or blocking movement

  • Horseplay, wrestling, or simulated fights

Any permitted physical interaction must:

  • Match the intensity level being given and received

  • Immediately cease upon a Yellow or Red signal

  • Remain subject to staff oversight and direction

Any physical interaction beyond normal movement requires prior staff approval, and staff may revoke permission at any time.

Restraints & Implied Consent: As part of the role‑play, guards have implied consent to apply basic, non‑punitive restraints (such as handcuffs) in a controlled and safety‑focused manner. Participation as an inmate requires willingness to accept a baseline level of restraint. Individuals unwilling to allow basic restraints will not be permitted to participate in inmate role‑play scenarios.

6. Facility Movement & Restricted Areas

This section outlines facility‑level restrictions that exist to protect safety, security, and the physical integrity of Facility 22. These rules apply to all participants, regardless of role, and are enforced outside of role‑play context.

Hard Safety Rules:

  • Attempting to access staff‑only spaces without staff control or approval

  • Tampering with or interfering with doors, locks, cameras, alarms, lighting, or facility equipment

  • Blocking exits, disabling safety systems, or otherwise creating unsafe conditions

  • Activating the green emergency release button located at the back door except in a genuine emergency. This button is out of play. Misuse will result in immediate removal from the event without refund and a permanent ban from future Facility 22 events

7. Property & Equipment

  • Facility property must be treated with care

  • Uniforms, identifiers, or role indicators are company property and must be treated accordingly; participants may purchase assigned uniforms when offered, at which point ownership transfers, subject to event rules and approval

  • Each inmate participant is permitted one (1) clear bag for personal items such as required medication. This bag may not contain contraband or items that would alter or disrupt the role-play experience (e.g., keys, tools, weapons, or prohibited electronics).

  • Personal items may be restricted per event rules

Do not:

  • Remove, hide, or damage facility property

  • Use props or equipment outside their intended purpose

  • Modify uniforms, identifiers, or role markers without approval

  • Possess knives, blades, or sharp objects outside of approved culinary use; all knives must remain in the kitchen and are out of play

8. Filming, Photography & Media

  • Some events involve filming or photography

  • Consent requirements will be outlined prior to the event

  • Cameras or recording devices may be restricted

You may not:

  • Film other participants without permission

  • Share restricted footage or images

  • Misrepresent Facility 22 or participants online

9. Safety, Health & Opt‑Out

Your safety comes first.

  • Use the designated opt‑out phrase (“I want to speak with my lawyer” or Red, as appropriate) if you feel unsafe or overwhelmed

  • Medical needs must be reported immediately

  • Guards and staff may pause or stop the scenario at any time

  • Each cell is equipped with a call button to contact a guard for issues that need to be addressed out of role‑play headspace

  • Each cell is also equipped with a whistle. In the event of a perceived emergency, the participant should blow the whistle continuously; all other participants are expected to join until staff arrive and issue an all‑clear

  • Feces, urine, and the use or play of any bodily fluids is strictly forbidden

Failure to disclose relevant medical or safety concerns may limit participation.

10. Prohibited Conduct (Zero‑Tolerance)

The following will result in immediate removal:

  • Violence or credible threats

  • Sexual misconduct of any kind

  • Ignoring opt‑out signals or safety commands

  • Substance use beyond what is explicitly permitted

  • Repeated refusal to follow staff instructions

Removal may occur without refund.

11. Enforcement & Consequences

Facility 22 staff reserve the right to:

  • Issue verbal warnings

  • Modify participant roles or privileges

  • Remove individuals from specific activities

  • Terminate participation entirely

Staff decisions are final and made in the interest of safety, consent, and event integrity.

12. Acknowledgment

By participating in a Facility 22 event, you acknowledge that:

  • You have read and understand this Conduct Code

  • You agree to follow all rules and staff instructions

  • You accept the immersive nature of the experience within stated boundaries

Failure to comply may result in removal from the event.

Facility 22 Where you can’t escape a good time — but you can always opt out.
